Please submit all qualified resumes to email@example.com MUST BE ABLE TO WORK ON A W-2 Job Description Compliance and Training Manager will provide guidance, training, and reviews of all compliance related activities within the function to comply with State and Federal procurement regulations and Public Laws. In addition, the Compliance and Training Manager will act as working manager/supervisor within the Procurement and Supply Chain Organization, providing training, compliance guidance, audit, and procurement and strategies. Preferred Qualifications • Certification as a Certified Purchasing Professional (CPP) or related certification highly desired • CPSR Documentation, Supply Management and Negotiation Skills • Reviews procurement procedures to ensure compliance with the DCMA Guidebook requirements for CPSR, corporate policies, procedures and work instructions as well as Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFAR) • Provides guidance and information to Procurement professionals which includes communication of recommended actions to ensure compliance • Updates procedures for purchase orders, subcontract files, Agreements and other related documentation to address compliance aspects and alignment with CPSR and other government audit programs • Analyzes findings to develop potential training and process improvement opportunities. • Analyzes emerging regulatory changes affecting procurement activities. Determines impact to compliance actions • Develops and delivers weekly training programs to Procurement professionals on regulatory changes and procurement processes associated with CPSR • Provides training to other functional groups to ensure appropriate awareness of procurement policies and procedures, as it relates to their functions • Perform pre-award procurement file reviews • Performs other duties as assigned Experience: • Bachelors or higher degree in Business, Management or in a technical discipline or any combination of formal training and experience in the field of Contracts and Procurement, equivalent to 10 or more years. • 10 years’ Experience in Procurement with 5-10 years in an oversight and/or Compliance role • Experience in leading and providing critical CPSR supports • Experience in assessing adherence to compliance requirements and drive appropriate actions to drive adherence and training • Ability to collaborate across functions Required Skills: • Excellent oral and written communication & strong interpersonal skills with the ability to maintain confidentiality, conduct business in an ethical manner. Exhibits clear and concise written and verbal communication • Advanced knowledge of procurement compliance principles and standards and internal control framework • Ability to organize and prioritize multiple work assignments, work with little supervision, and work well under pressure • Advanced knowledge of Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFAR) preferred Minimum Requirements • Experience in various Cost Plus, Time and Material (T&M), Firm Fixed - Price Level of Effort (FPLOE), and Firm Fixed Price (FFP) government contracts and subcontracts • Legal and regulatory requirements related to contract administration, government procurement and compliance of Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFARs) and International Traffic in Arms Regulations (ITAR), Export Administration Regulation (EAR), Truth in Negotiations Act (TINA), and Cost Accounting Standard (CAS) • In-depth knowledge of contract types such as cost-plus, fixed-price, cost reimbursable, the Service Contract Act, FAR and DFAR clauses and special provisions. • Experience auditing procurement files for Compliance • Experience providing staff training in Compliance • Experience developing compliance metrics to support to support Federal Regulatory requirements. • Possess an in-depth working knowledge of the accounting functions. • Computer literate and possess knowledge of computer-based tools to include database maintenance, personal computer operations, word-processing and spreadsheet software. • In-depth Knowledge of Cost Point procurement system. • Excellent written and verbal communication skills to effectively accomplish the duties and tasks of the position. • Experience in leading and providing critical CPSR supports • Experience in assessing adherence to compliance requirements and drive appropriate actions to drive adherence and training • Ability to collaborate across functions • Qualify for and maintain a government security clearance • Possess a current state issued driver’s license.
