The Associate Director Sourcing and Procurement is responsible for overseeing the daily operations of the purchasing system. In this role, the Associate Director Sourcing and Procurement will oversee the effective procurement of services and materials that meet the needs of the organization and requirements of its government customers. The Associate Director Sourcing and Procurement will be directly responsible for ensuring that all purchasing activity is appropriately authorized and documented in accordance with company policies and purchasing procedures. They will ensure compliance with enterprise, segment, customer, and contract requirements as well as purchasing criteria in the Federal Acquisition Regulation (FAR) and other applicable government regulations. It will be critical in this role to establish and maintain relationships across the enterprise, segment, and assigned supply chain. The position will engage regularly with senior officers, program managers, business owners and key external partners to coordinate the execution of subcontract agreements in support of critical operations.
Primary Responsibilities:
Implementation of subcontracting systems and processes
Develop and negotiate documents such as teaming agreements, subcontracts, vendor agreements and non-disclosure agreements
Manage and support proposal efforts from RFP release through award, including developing subcontract RFPs, evaluating subcontract proposals, and awarding, administering and closing out subcontracts
Identify noncompliant terms and conditions and work with business team to mitigate risks
Manage subcontract agreements so approvals, extensions, modifications, close outs and other actions are handled appropriately
Ensure business operations compliance with appropriate regulations including Federal Acquisition Regulations (FAR), agency FAR supplements, laws, regulations and applicable guidelines
Daily and close communication with key internal customers and external partners
Balance competing priorities and workflows to meet organizational objectives and critical timelines
Create, implement and maintain standardized processes and procedures for subcontract files
Capture and communicate customer needs and requirements to suppliers in the form of RFPs, RFQ's, RFI's, purchase agreements, and purchase orders
Evaluate supplier responses, complete source selection based on award criteria, monitor supplier performance
Execute sourcing and contracting processes
Perform vendor management and oversight, including timely processing of invoices
Document cost or price analysis, summary of award, and maintain accurate and compliant files
Act as representative for the subcontracts group on business operation teams and kick-off meetings
Offer subcontract pricing support during the bid and proposal process
Work with minimal guidance; seeks guidance on very complex activity
Identify solutions to non-standard subcontract and procurement requests and issues
Coordinate market research efforts with business owners to ensure that subcontract awards are made to responsible and reliable suppliers
Work with General Counsel to execute Non-Disclosure Agreements and negotiate agreements with terms & conditions that protect the organization
Ensure compliance with FAR, contract requirements, and organizational policies and procedures throughout the subcontract lifecycle
Effectively resolve any issues that could impact schedule timelines, contract price, or quality in a timely manner
Coordinate subcontract activity with ES&P (Enterprise Sourcing & Procurement) to support enterprise supply chain strategies
Act as the vendor relationship owner where ES&P has no relationship
Serve as a subject matter expert
Required Qualifications:
Undergraduate degree or equivalent experience
8+ years of experience Federal Government acquisition
8+ years of experience in negotiating, executing, documenting, and monitoring complex agreements
Working knowledge of FAR and TINA
8+ years technical experience in performing RFP, cost and price analyses, source selection justification, commercial item determination
Excellent Microsoft skills
Preferred Qualifications:
Deep technical experience in delivering CPSR compliant subcontracts
Masters Degree or JD
Contracts or Subcontracts Certification, e.g. FAC-C, CPM, CPCM, CPFM
