Belcan Government Services has an immediate opportunity as a Sr. Subcontracts and Procurement Manager located in Arlington, VA! This position is a full-time direct position with benefits.

Duties:

This professional will be responsible for managing the full subcontracting and procurement lifecycle, including preparation of RFP packages, analysis and evaluation of proposals, selection of subcontractors, negotiation and drafting of subcontract and purchasing terms, and ongoing subcontract administration, while ensuring compliance within a Contractor Purchasing System Review (CPSR) environment and BGS policies and procedures and government policies. The individual holding this position works under limited to no supervision and guidance. Ideal candidate has prior work experience hiring, managing, and mentoring team members, as well as creating policies and procedures to improve workflow and ensure compliance with government standards and regulations.

A successful candidate for this position must demonstrate the following attributes and background traits: Provide leadership and mentoring to the team of contract professionals

Accountable leadership for the effective, efficient, and compliant execution of all subcontract, purchasing, and proposal activities in accordance with company policies, FAR, public law, and Uniform Commercial Code

Ability to build and maintain strong relationships with client personnel and internal company personnel. Excellent analytical, and negotiation skills.

Review and update current purchase orders, subcontract and consultant agreements

Review and update policies to maintain CPSR compliant purchasing system

Provide training to operations staff on procurement policies and procedures Identify and lead automation efforts of processes

Lead role for solicitation development, negotiation and administration for major subcontracts (inclusive of Ts and Cs, SOWs, Specifications)

Collaborate with functional areas across the organization to achieve supply chain success

Oversight of supplier and subcontractor performance

Foster a positive and mutually beneficial relationship with suppliers

Expected to proactively identity problems and implement corrective actions to minimize adverse impacts to the company

Key contributor for source selection decisions (including make/buy decisions)

Support Corporate/Segment/Sector vendor consolidation initiatives as appropriate

Leverage supplier and market intelligence for business improvement and advise Senior Management of the same

Develop and deploy procedures and/or training to improve cost savings, on-time delivery and quality

Participate on proposal teams in pursuit of new and follow-on business

Develop and deploy procedures and/or training to improve cost savings, on-time delivery and quality

Provide Director of Contracts weekly status updates

Preform purchase order/subcontract/consultant agreement placement back-up as needed (?hands-on? manager)

Perform other duties as assigned

Qualifications:

Clearance:

This position requires at least a current, active Secret security clearance.

Required Skills:

12-15 years of experience in federal government contracts environment.

Experience developing and training on purchasing related policies and procedures

Must possess solid negotiation skills, along with thorough knowledge of FAR, DFAR, and commercial contracting from a purchasing perspective

Demonstrated experience in purchasing and subcontract management required

Strong oral and written communication skills.

Ability to work independently.

Ability to juggle multiple priorities in a fast-paced, growing and dynamic environment.

Strong interpersonal skills for building strong customer relationships and working with all levels of senior management and personnel.

Strong organizational skills.

Must be proficient in Microsoft Office applications.
