Overall Job Objective Description OPEN RECRUITMENTOPEN UNTIL FILLEDThe Procurement Administrator I is the advanced level of work in the administration of the Maryland Department of Transportation (MDOT) procurement of equipment, services, construction, supplies and information technology. Employees at the advanced level develop and administer highly complex, multi-phase procurement contracts that are not subject to review or approval by outside State procurement control authorities (the Department of Budget and Management (DBM), the Department of General Services (DGS), the Department of Information Technology (DoIT), etc.).  Duties include, but are not limited to:  Overseeing the procurement of all necessary services, supplies, maintenance and equipment for MDOT or its administrations; researching materials and providing testimony for MDOT regarding Board of Public Works items not under the jurisdiction of the Department of General Services or the Department of Budget and Management; developing procurement strategy for non-standard procurements; and providing recommendations to the MDOT Administrators regarding major contract issues.Two current vacancies exist at the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) in Glen Burnie, MD (Anne Arundel County). The eligible list produced from the Procurement Administrator I recruitment may be utilized for future openings within MDOT.    Qualifications MINIMUM QUALIFICATIONS:Education:  Possession of a Bachelor's degree from an accredited college or university. Experience:  Five years of professional procurement and/or contract management experience. At least two years of this experience must have involved the ongoing performance of professional procurement functions such as developing, soliciting, evaluating, negotiating and awarding procurement contracts, while ensuring compliance with federal and State procurement laws, regulations and conditions. Notes: 1.  Professional or paraprofessional procurement or contract management experience may be substituted on a year-for-year basis for up to four years of the required education. 2.  Additional graduate education at an accredited college or university may be substituted at the rate of thirty credit hours for each year of the required experience.           3.  Applicants may substitute the following certifications for the required education and three years of the required professional procurement experience and/or contract management experience: Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or Certified Purchasing Manager (CPM) from the ISM.  4.  Applicants may substitute certification as a Certified Public Purchasing Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC) for the required education and experience. 5.  Applicants may substitute the following certifications for the required education and two years the required professional procurement experience and/or contract management experience: Certified Professional Contracts Manager (CPCM) from the National Contract Management Association or Certified Professional Public Buyer (CPPB) from the UPPCC. 6.  Applicants may substitute U.S. Armed Forces military service experience in the Contracting and Industrial Management specialty codes in the Procurement field of work on a year-for-year basis for the required education and experience. Licenses & Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
