TAD PGS, INC. is currently seeking a Procurement Specialist for one of our clients in Madison, MS.

As a Procurement Specialist, you will be responsible for creation and maintenance of high-quality proposal and contractual documents related to aircraft engine acquisition; specifically for new and repair/overhaul and associated service programs. Oversight for proposal management of engine contracts and sub-contracts, negotiation of terms and conditions, creation, and negotiation of exclusive agreements, flow-downs, claims and settlements for labour and material costs, cost/BOM understanding & analysis, etc. Position may include audit, control, or liaison functions with both suppliers and customers. Overall contract compliance to standard procedure.

Job Responsibilities :

Acts as focal point for aircraft engine contract administration.

Formation of Contracts and Special Agreements.

Lead contracting positions and strategy on business terms approach with a focus on mitigating contract liability and risk by driving solid negotiating solutions.

Engage in proposal and contract position review at RFP phase and prior to customer submittal.

Insure transactional completion of contracts and assist in technical / cost preparations.

Prepares sub-contracts related to Prime Contractors.

Establish solid internal and external customer relationships.\

Resolve conflicts or disputes with customers relating to contractual compliance or interpretation

Procurement administration, implementation and coordination of aircraft engine business opportunities and proposals.

Leads the preparation of aircraft engine work orders and budgets to control costs after contract award.

Support bids, proposals, and NPI processes with target engine pricing initiatives.

Negotiate and manage long-term pricing agreements on critical commodities.

Support negotiation efforts on applicable contracts. Act as the principal negotiator on significant agreements and cost proposals.

Plan sourcing selection process and lead the program team through supplier evaluation and selection, adhering to fair and equitable procurement practices with direct line to corporate strategies.

To Ensure complete flow-down of contractual customer requirements and within US Gov contract compliance.

Leads and participates in discussions with customers or Prime Contractors with respect to aircraft engine contract or purchase order terms, conditions and requirements.

Identify problems and initiate corrective action to mitigate program and commercial risk, including vendor missed commitment dates.

Leadership and facilitation responsibilities for planning, execution and communication of the process.

Issue requests for quotes/proposals (RFQ/RFP) and select best source consistent with cost, quality and delivery requirements for electronic components, mechanical components and electro-mechanical components.

Able to evaluate bid responses, negotiate price, delivery schedules, and place purchase orders in accordance with division policies, procedures and government regulations.

Able to perform cost/price analysis.

Work with suppliers on rejected material and claims resulting from purchase order changes or terminations.

Act as liaison between suppliers and involved departments to resolve procurement related problems.

Monitor supplier performance and take corrective action as necessary.

Work with Planners to maintain inventory levels consistent with production requirements and targeted inventory goals.

Would Prepare reports, attend meetings and respond to individual assignments.

To Perform other tasks and projects as assigned.

Basic Hiring Criteria:

Minimum Bachelor’s Degree in a Business or related field AND four (4) years of verifiable experience as Procurement Specialist or directly related to government, industrial or aerospace engine purchasing or subcontracting expertise.


Associate Degree with eight (8) years of directly related government, industrial or aerospace engine purchasing or subcontracting experience.


High School Diploma and twelve (12) years directly related government, industrial or aerospace engine purchasing or subcontracting experience.

Position requires at least 3-5 years of experience in Government Contracting specific to aircraft engine procurement, repair, and overhaul.

Experience must include aircraft engine bid solicitation and supplier selection based upon best value analysis. Experience working with complex aircraft engine contracts, including overhaul, repair, and new purchases are preferred.

Desired Qualifications :

Issues and administers purchase orders once contracts negotiated.

Well-skilled in ERP systems; both for reporting and transactional use (SAP is preferred).

Communicating with Public/Clients/Co-Workers

Effectively negotiates with suppliers

Studies market trends and interviews suppliers.

Make recommendations to management of suppliers to be placed on the approved vendor list.

Analyzes quotes received from the approved suppliers.

Selects or recommends suppliers with whom orders to place.

Arranges with the supplier the delivery of order items.

Assists Expeditor in the delivery of the shipment.

Types or writes invitation of bid and requests for quotes/proposals and mails forms to supplier firms or public posting.

Provides documentation to support all purchases by procurement policies and procedures and the Federal Acquisition Regulations (FAR).

Submits change orders to suppliers as needed.

Monitors terms of subcontracts with suppliers to ensure compliance.

To Arranges schedules for long-term subcontracts.

Analyzes and approves subcontract quotes for repairs.

Obtains certifications from suppliers based on subcontract value.

To Ensures small business program is utilised, and guidelines followed.

To Enters data into the purchasing system.

Verifies and approves payment of invoices for orders placed.

Reports required updates/changes to the catalogue/vendor file and index system.

To Greets visitors and suppliers.

Exhibits positive, courteous, ethical behaviour with customers, businesses and coworkers.

Assists co-workers and those in other departments to successfully perform job tasks and functions when necessary.

Follows all safety procedures and practices as established by the company and regulatory bodies.

Project management capabilities an asset.

Good facilitator.

Having Knowledge of the principles of subcontracts.

Active participation and communication skills in a team environment.

Excellent working knowledge of MS Project and MS Office and MRP.
