SSAI is actively seeking an experienced, detail oriented, and dedicated Procurement Administrator to assist with Subcontracts and Purchasing in our Headquarter offices located in Lanham, MD. This position provides mid-level procurement activity support and requires prior experience actively administering subcontracts and purchasing under a Federal contract. The selected individual will perform the following duties:
Conducts entire lifecycle of procurement process, and develops procurement file documentation in accordance with company procurement policies and procedures, Federal Acquisition Regulations, Public Laws and other supplemental regulations; ensures approval of negotiations and agreement terms are accomplished by appropriate procurement and program management
Develops Request for Proposals (RFPs) and solicits cost and technical proposals as required from potential subcontractors/vendors/suppliers
Evaluates subcontractor/vendor/supplier bids and performs cost/price analysis to determine fair and reasonableness of bid
Negotiates the price, delivery, quality, service expectations, and terms and conditions with subcontractors/vendors/suppliers
Selects and recommends subcontractors/vendors/suppliers to Project Manager and Procurement Manager
Creates and issues agreements to subcontractors/vendors/suppliers, (including Purchase Orders (POs) and PCARD orders, subcontracts and consultant agreements) under Government prime contracts and subcontracts
Performs day to day administration of agreements, including issuing correspondence, recording documentation, validating certifications, reviewing and analyzing financial reporting, and monitoring performance and product delivery.
In conjunction with Contract Administrators, interprets prime contracts requirements and ensures requirements are flowed down in agreements; Prepares mods and change order agreements for awards in progress
Processes procurement transactions in CostPoint procurement enterprise system. Issues agreement documents to include hard copy version and electronic procurement documents. Ensures all required documents are maintained on company portal
Maintains files in a Contractor Purchasing System Review (CPSR) audit-ready compliance state and updates electronic and hard copy files accordingly
Performs subcontract and consulting agreement closeout functions, including analyzing invoices, analyzing billing, and completing related close-out documentation
Required Qualifications:
Bachelor's degree and a minimum of 4 years professional subcontract and procurement administration experience, or an equivalent combination of education and relevant procurement experience
Must be able to process high volume of new procurements at any one time while also simultaneously maintaining ongoing procurements such as tracking delivery schedule, reporting, invoice review
Knowledge of Defense Contract Management Agency (DCMA) Contractor Purchasing System Review (CPSR) requirements
Demonstrated knowledge of Federal Acquisition Regulations (FAR)
Familiarity with Representations & Certifications, SAM.gov, debarment list necessary
Demonstrated ability in the use of accounting software, data base software, Internet software, spreadsheet software, payroll systems, and word processing software
Familiarity with Microsoft Office Suite, with the ability to prepare routine reports and correspondence
Effective verbal and written communication skills with the ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Desired Qualifications:
Prior experience using Deltek Costpoint preferred
Experience working in subcontracts and purchasing in support of NASA programs a plus
Previous experience in procurements involving space and flight hardware & electrical, electronic, and electromechanical parts, materials, services, and equipment a plus
