As the IT Procurement Director for Minnesota IT Services (MNIT), you will lead the management and strategic planning for all procurement and contracting functions for statewide executive branch information technology across 60+ MNIT offices and among all consolidated agencies. This position is responsible for the oversight and alignment of policies, practices, and staff needed to conduct purchasing, procurement of goods and general services, procurement of professional and technical services, contracting, strategic sourcing and master contract programs, establishment of product and services standards, and underlying systems to support these efforts. The incumbent will draw upon deep technical knowledge of public sector procurement to develop strategic planning needed to support the IT enterprise.
In this role, you will work closely with staff, general counsel, MNIT leadership, Chief Business Technology Officers, enterprise service leaders, agency partners, and the Department of Administration to ensure best practices and high ethical standards are met throughout the procurement and contracting process. All activities are to be performed consistent with statutory responsibilities and the mission and values of MNIT Services.
Minimum Qualifications:
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of five (5) years of experience working in procurement & contracting AND a minimum of two (2) years of supervisory experience. Supervisor experience should cover multiple areas such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results, etc.
Understanding of and/or experience with the principles, theories and techniques of government-based procurement & contracting
**Successful candidate must pass past-employer reference checks and a criminal history verification**

Preferred Qualifications:
Juris Doctorate
Experience with a wide range of IT goods and services acquired and utilitized by government
Project management experience
Superior communication, analytical and organizational skills
Ability to facilitate meetings, make presentations, negotiate and resolve disputes
Ability to develop and cultivate a customer service culture within a compliance framework
Ability to develop and cultivate a strong team environment
