General Definition of Work/Typical Tasks
GENERAL DEFINITION OF WORK:
Provides executive level leadership and managerial oversight for the Utility’s materials management, procurement operations, facilities management, fleet operations, and mail services. Provides counsel and recommendations to the CEO extensively on all aspects of the Central Services Department as well as on the rest of KUA areas for which it comes to their attention that strategic improvement still may be possible after having conferred and/or collaborated on these improvements with the vice presidents over those areas. Position reports directly to the President & General Manager. Supervision is exercised over subordinate personnel.

Leads and oversees materials management, procurement operations, facilities maintenance, fleet operations and mail services. Oversees facility maintenance for assigned areas to include cleaning, landscaping, renovations, construction and general maintenance for the Utility’s Carroll Street administration building, the Lackey Service Center, Davis Center and the fleet operations facilities. Plans and oversees facility building and renovation projects. Responsible for coordinating building and property security measures and requirements for assigned areas of responsibility. Oversees property and hazardous waste disposal and on-site recycling programs. Responsible for the management and oversight of the maintenance and repair of a wide variety of vehicles, automotive equipment, and related computerized fuel systems. Directs and oversees all aspects of the Utility’s material management operations. Maintains appropriate levels of stock and inventory items to meet organizational mission objectives. Oversees and directs all procurement activities to include the purchasing of supplies, equipment and services by competitive bid proposals or quotations and ensuring compliance with all KUA policies/procedures, contractual terms and conditions and applicable laws and regulations. Responsible for the preparation and administration of budgets for assigned areas. Manages and directs mail collection and distribution services. Provides supervision, direction and technical advice for professional development and training of department staff. Develops and analyzes reports as required. Makes presentations as directed. All other duties as assigned.
Knowledge, Skills, and Abilities
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough and demonstrated knowledge of project administration, logistical practices and procedures. Comprehensive knowledge, or the ability to acquire such knowledge on an accelerated basis, of KUA’s organizational structure and the missions and objectives of all KUA departments and offices. Ability to prepare effective correspondence and to effectively oversee office management and project administration. Ability to maintain effective working relationships with other departments, employees, vendors, business affiliates and the general public. Ability to deal courteously and tactfully with customers and the public. Must have knowledge of facilities and procurement management procedures and practices. Must have knowledge of fleet and materials management procedures and operations. Knowledge of mail collection and distribution practices and procedures. Must have excellent verbal and written communication skills. Must have knowledge of computers and software applications used in administration and maintenance of job related operations. Must be skilled in the use of Microsoft Office products. Must be highly flexible and able to act under pressure on short notice. Must have excellent time and project management skills. Demonstrated ability to gather and organize complex information from several sources and compose materials for formal review and distribution. Ability to manage and lead subordinates. Must have good analytical and problem solving skills. Must be able to respond to company emergencies as required.
Education and Experience
EDUCATION AND EXPERIENCE:
Bachelor’s Degree from accredited college or university. Extensive experience in materials management, procurement, facilities maintenance, fleet operations, and mail services with a good familiarity in preferably all or most of these areas. Experience in general business administration and project management is required. Substantial supervisory or management experience is required. Master’s degree in business or related field preferred.
