IT Software Procurement Officer - TS/SCI with Polygraph REQUIRED

Jacobs is seeking an IT Software Procurement Officer in Reston, VA. Duties will include:
Performdaily procurement like activities as assigned by management or customer taskingsystems
Ensures that the items and services arepurchased from specified suppliers and are delivered according to agreed termsand conditions
An important aspect of this role is seeking maximum value forthe company through time and cost agreements while working with technologyadvanced products. To help with the process of managing the inventory,one of the primary responsibilities of any procurement specialist is recordkeeping. That means staying on top of everything from purchase orders andreceipts to tracking numbers. These records must be pristine in case of auditor review, and any discrepancies are the responsibility of the procurementmanager
Works within the Inventory Managementoccupational specialty with officers generally located in various Directorates,Components and Staffs
Receive daily procurement tasking
Following Federal Acquisition Regulation, FAR, contractual and customer requirements
The purchasing agent will obtain 2/3 vendor quotes for each item requested
Verify the vendors offer matches the software requested
Creates bids and sends out requestsfor quotes, and negotiates best cost for the order
Creates quotes for customer approval,works with end customer to ensure correct item(s) are being procured
Creates draft and final contractdocuments, arranging for vendor signatures and finalizing the contract in thesystem
Prioritize work daily depended uponurgent and first in first out assignments
Reviews planned orders, createscontracts for purchased items, and manages approval process
The acquisitions process andcompliance is often complex and determined by size andvalue of the contract, with the higher the value the more complex it becomes
Responsible for assisting in documenting, logging, issuance, inventory andadjustment of accountable property and customer identified controlledproperty
Provide property control andinventory management services to customers in the Washington DCmetropolitan area
Work underdirect supervision by a first line contractor supervisor and at this level hasno supervisory authority
This position reports to a first-line contractorsupervisor and requires immediate to directsupervision
Other duties as assigned
Active TS/SCI with polygraph required
Requires two (2) years of college with courses inbusiness administration, industrial management, or appropriate discipline, andsix (6) years progressive experience, or any equivalent combination of relevanteducation and experience
Must be able to communicate effectively both verbally and in writing
Must be able to interface with individuals at all levels of the organization both verbally and in writing
Effective time management skills
Proficiencyin the use of MS Office product suite (PowerPoint, Excel, Word, SharePoint)
Some PCrepair/troubleshooting skills may be required
Essential Job Functions
General Office environment. The work environment is fast-paced andsometimes involves extreme deadline pressures. The nature of the work requiresa high degree of teamwork and cooperation with other members of the staff aswell as individuals across the Company and Customers.
Most work will be done at adesk or computer.
Equipment and Machines:
General office equipment including PC/laptop,Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous officeequipment.
Must be able to maintain regular, reliable attendance and ensure on time daily arrival. Attendance is critical at all times. Must be ableto work a 40-hour workweek, normally Monday through Friday. However,times and days may vary depending on business requirements. Needs to beavailable to work overtime during critical peaks and be available to meet lastminute requests for overtime should the situation occur.
Other Essential Functions:
Musttake and pass a drug test and background check as well as a motor vehiclerecords check.Grooming and dress must beappropriate for the position and must not impose a safety risk/hazard to theemployee or others. Must put forward a professional behavior that enhancesproductivity and promotes teamwork and cooperation.Mustbe well-organized with the ability to coordinate and prioritize multiple taskssimultaneously. Must work well under pressure to meet deadlinerequirements. Must be willing to travel as needed.
