Job Requirements
POSITION SUMMARY
The
Junior
Procurement Officer
main responsibility
will be to purchase equipment, materials and services to support international construction projects in accordance with established policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist Procurement Manager in sourcing suppliers, prepare RFP and procure equipment, materials, services at the best value
Issue bid evaluation and report leading to supplier selection
In conjunction with risk management and contractual requirements, conducts negotiation of terms and conditions for purchases of materials, equipment and services
Prepare local and foreign purchase orders consistent with procedures in place
Follow up on purchase orders placed to ensure the compliance with specifications and deadlines
Monitors and resolve issues related to purchase orders (delivery issues, invoice reconciliation, etc.)
Maintains files and generates reports in accordance with project requirements
Organize and conduct introduction, clarification and negotiations meetings with suppliers
Maintain an adequate database of approved suppliers
Maintain close contact with suppliers and project teams by informing of the procurement activity progress and bid status
Provides support to logistics and exportations when required
Audit suppliers when required
Monitors market place for changes in supplier status that might affect procurement decisions
SKILLS AND QUALIFICATIONS
Minimum of 3 years of purchasing experience in the heavy construction industry.
Bachelor's degree in business, engineering, purchasing management, construction material logistics, legal or other related degrees
Strong written and oral communication skills in English. Bilingual in Spanish is a plus
Must have general knowledge in procurement mechanism and understanding of contract terms and conditions
Must demonstrate experience in negotiations and possess strong negotiating skills.
Strong analytical skills
Understands business implications of decisions, displaying an orientation to profitability
Demonstrates ability to organize/manage multiple requests with varying time constraints and levels of urgency
Ability to work within an international team
Ability to handle stressful situations
Excellent computer skills, especially proficiency in Microsoft Office Word, Excel, Power Point,
Outlook and be able to learn new software (HA Procurement)
Able to maintain discretion and confidentiality
Ability to travel is required
