We are looking for a Procurement Supervisor with a focus on government procurement and contracts skills and enhancing public services.  Our desired candidate will have specific experience in supervising and evaluating staff, compliance with procurement code, bid evaluations, requests for proposals, development of contracts, and more.  Your adventure with Maricopa County awaits!

Position Qualifications

Minimum education and/or experience:

Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a closely related field, and four (4) years of professional  procurement experience.

Specialized training, certifications, and/or other special requirements:

Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license. Must be a Certified Agency Procurement Aide (CAPA) within three months of hire. Must obtain a forklift certification within 90 days from date of hire.   

Knowledge, skills, and abilities:

Knowledge of:

and the ability to interpret, explain and apply procurement codes, policies, procedures, practices and techniques for securing a wide variety of goods and services. Principles, methods, and procedures of inventory control. Records keeping practices and procedures related to procurement and inventory processes. Principles and practices of sound business communication, project management, outcome analysis, collaborative problem solving and conflict resolution. Practices, methods and techniques of contract negation development and strategies, contract development, legal communications, and contract administration. Safety practices, safe work methods and safety regulations pertaining to the work. Public Procurement Code that encompasses bidding, selection, and contract aspects. Governmental procurement concepts and practices.

Skill in:

Effective negotiation skills, interpersonal skills, time management, and organizational skills. Operating a forklift. Interpreting laws, rules, and regulations pertaining to contracts and agreements. Negotiating and mediating techniques. Analyzing and interpreting information to produce fair and equitable results. Strong analytical, business, written and verbal skills.

Ability to:

Communicate clearly and effectively orally in writing including preparation of clear, accurate, concise and comprehensive reports, solicitations, contracts, trainings and presentations. Establish and maintain effective working relationships with a wide variety of management staff, customers, industry/trade organizations, and stakeholders with differing and/or competing business needs. Perform mathematical calculations and analyses in the review of complex bid data. 

Preferred education and/or experience:

Supervisory experience in the procurement field.

Preferred training, certifications and/or other special requirements:

Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) certification.

Working conditions:

Must be able to work in a normal, indoor office environment, must have manual dexterity of hands and body to operate office and warehouse equipment including forklifts; must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public; must constantly maintain concentration, accuracy, ethical behavior and a professional demeanor. Must be able to work in all-weather types (extreme heat, cold, wind, rain); must have manual dexterity of hands and body to operate hand tools, as well as light to medium machinery if needed; must be able to hear, see, climb, crouch, bend, and lift / carry 50 pounds with or without assistance of a cart or device.

Essential Job Tasks

Plans, coordinates, supervises and evaluates activities and the work of assigned staff; participates in the development and implementation of goals, policies and priorities for procurement activities and operations. Evaluates the work of assigned staff; administers work assignments and monitors deadlines; meets with staff to identify and resolve problems; counsels employees to correct deficiencies; recommends disciplinary actions. Participates in the processing of purchase orders, requisitions, bids, and contracts; solicits quotations, place and expedite orders, and maintains and keeps records. Reviews and prepares formal bid evaluation processes and Requests for Proposals; ensures compliance with solicitation requirements, policies and procedures; analyzes bid proposals to ensure all required standards are met, and completes evaluation reports. Provides direction in the coordination of Maricopa County Department of Transportation Divisions on all contracts and Requests for Proposals to monitor for appropriate language and compliance with the Maricopa County Procurement Code. Responsible for supervising, coordinating and administering Maricopa County Department of Transportation's procurement processes, assesses and minimizes risk in solicitations and contracts. Provides technical assistance and formal training to staff, Department employees and others, regarding procurement processes consistent with the Maricopa County Procurement Code, federal, state laws, regulations and policies. Maintains responsible business relations with vendors; keeps informed of new products and services, market conditions, and current prices; evaluates vendor performances. Reviews and approves purchase orders and requisitions for accuracy and compliance with the Maricopa County Procurement Code. Provides assistance and guidance to staff in resolving problems, conflicts and protests arising during the procurement process from solicitation to contract execution. Measures and reports the effectiveness of warehousing activities. Manages, leads and actively participates in the fiscal year-end inventory; ensure all paperwork has been submitted to the Department of Finance by requested date. Serves as the Departmental representative with the Maricopa County Office of Procurement Services (OPS), vendors and suppliers. Provides technical expertise and actively participates in the development of contract requirements, requests for proposals, bid review, award and contract compliance. Develops and monitors the annual budget for Procurement and the Warehouse. Performs other duties as assigned.

Holidays and Leave

Maricopa County observes ten paid holidays per year. Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees). Employees also receive paid leave for other needs such as jury duty, civic duty, and bereavement.

Medical, Prescription, Behavioral Health, Dental, Vision, and Flexible Spending Accounts

We understand how important health, oral hygiene and vision are to maintaining a good quality of life. We also know our employees want to have the freedom to choose plans to best meet their needs. Eligible employees may choose from four medical plan options, an HMO, PPO, and two HDHP (High Deductible Health Plans) with a health savings account. When employees enroll in medical coverage, they are automatically enrolled in prescription and behavioral health coverage as well. There are three dental plans from which to choose, two PPO plans and a pre-paid dental plan that functions like an HMO. As is the case with medical, the plans range in cost, flexibility, and network of providers. The vision plan provides employees and their covered dependents access to routine vision services and materials, including an annual eye exam. For those who wish to set aside pre-tax dollars to pay for eligible healthcare and dependent care expenses, the flexible spending accounts are suitable for that need.

Life and Disability Insurance

Because life sometimes takes unexpected turns, the County offers life insurance coverage to help employees and their loved ones in the event of death. Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee's annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee's salary should they experience a short-term illness or injury.


Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS). Additionally, there's the option to contribute to a 457b deferred compensation retirement savings plan that provides employees with a variety of investment opportunities. For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses.

Group Legal Plan

Maricopa County offers employees group discounts to purchase coverage for legal services such as adoptions, family matters, wills and trusts.

Wellness and Ergonomics

program promotes health and wellness for employees and their families by focusing on physical activity, good nutrition, self-care and stress management. Maricopa County offers eligible employees a wellness incentive for completing a health assessment, being tobacco-free, and integrating health and well-being activities into their lives. By meeting a set of criteria, employees and their families can get reimbursed for participating in a Weight Watchers Program. On-site fitness facilities and fitness classes are provided to employees at various locations around the County. Employees and their families also have the opportunity to receive a discounted fitness club membership at LA Fitness. Employees have access to smoking cessation programs and health-related classes on various topics including nutrition, exercise and stress management. Employees located downtown benefit from an onsite pharmacy and clinic. Every fall, flu vaccines are offered to employees at various County locations. The Ergonomics team at Maricopa County works to assist departments and employees in preventing and alleviating pain and discomfort associated with the work environment. They provide guidance on the proper approach to workstation set-up, as well as ergonomic trainings and individual ergonomic evaluations.

Employee Assistance Program (EAP)

When employees and their families are faced with personal issues, confidential, short-term counseling and referral services are available to them at no cost.

Maricopa County subscribes to a service association which provides employees with volume discounts for sporting events, entertainment, and many other services.

Commute Options Program (COP)

Maricopa County provides free Valley Metro passes for the bus and light rail systems; a vanpool subsidy is also provided. Employees can decrease stress, decrease wear and tear on their vehicle and help the environment all at the same time.
