This article is about what is expected from a chief procurement officer and what qualifications might be needed in order to become chief procurement officer.

Chief Procurement Officer Responsibilities

Put simply a procurement officer is actually a purchasing officer. Government agencies and large corporations hire a chief procurement officer to develop and carry out organizational strategies in order to manage the organizations budget in predefined areas, which might include, but are not necessarily limited to, office services, information technology, professional services, travel, and entertainment.

It is the chief procurement officer’s job to provide leadership and to take full responsibility for strategic sourcing, procurement and supply chain management to build an organization’s national and international supply chain. They vet suppliers so that their organization, wherever possible, seeks to do business only with suppliers who meet that organization’s expectations as to what constitutes a good supply relationship. The idea is that using only the best suppliers should increase business for both parties and prove mutually beneficial, which includes getting the best commission rate on each purchase order.

In many cases a chief procurement officer or CPO will also be responsible for identifying common areas between different elements of an organization in order to ensure that the highest standards are met throughout an organization. Some organizations may also require their chief procurement officer to assist in product/service quality assurance to make sure of customer satisfaction. These are a summary of what organizations might require of their chief procurement officer, many of whom will be expected to have experience at each of these levels.

Chief Procurement Officer Qualifications and Qualities

When you start looking for procurement jobs in the USA there are some great resources online. Websites that bring together advertisements for chief procurement officers and entry level procurement jobs can be extremely useful. If it is your ambition to work as a chief procurement officer then you will require either years of significant experience and a high school diploma or a higher degree in business as well as suitable experience. Some IT experience and very good communication skills are essential if you hope to start a career as procurement officer.

Many organizations who may require only a high school diploma for entry level procurement officer jobs will want either significant experience in purchasing and business management, or a master’s degree in business management for the post of a chief procurement officer. Most organizations would expect a CPO to have at least ten years experience in sourcing and supply chain management along with experience in developing bench marks or acceptable standards for performance and service levels.

Some companies will require that you have significant experience in reducing costs while improving productivity and supply chain relationships if you are applying for the job of chief procurement officer. Cost reduction can only be achieved through well managed supply chain relationships. When these relationships are working the way that they should then an organization can improve the bottom line and make sure that their capital is only spent in productive areas. One way of ensuring better supply chain relationships is to involve the supplier at all stages of the design of a product, when suppliers are already au fait with a product design then this could significantly reduce an organization’s manufacturing costs.

The role of a chief procurement officer can be quite extensive and complicated, which is why most companies expect significant prior experience and academic qualifications for the role. Selecting the right kind of suppliers and structuring and maintaining a relationship with them is only part of the job. As a chief procurement officer you will also be expected to have some knowledge of accounting practices as they relate to strategic sourcing and procurement. You will also be expected to have excellent relationship skills, an understanding of trends in relevant industries, and the ability to identify elements of best practice and implement them. Some human resource experience is invaluable to the role of a procurement officer, because you will be dealing with other members of staff as well as a large number of suppliers.

Procurement Jobs and IT

At the moment there are still a good number of procurement officer jobs available at all levels. However, ongoing improvements in IT and dedicated software programs are already taking over parts of the job. When companies can order goods and services over the internet without having to do it through a procurement officer, then the field will be somewhat narrower. This means that it is essential for those wanting to work as a procurement officer to not only hone their existing IT skills, but ensure that they know the latest innovations in this area. Procurement officer jobs are not very well paid, but if you get such a job with the federal government then the rate is significantly higher than it is in the private sector. The more experience that you have in supply chain management will benefit you as well as your knowledge of IT. If you couple these things with a higher degree it will give you a much greater edge over your competitors when you start looking for procurement jobs.
